Optimal Capital Income Taxes and Capital Controls in Small Open Economies

This paper studies the optimal taxation of capital income in a simplemodel of a small open economy where domestic residents can evade taxeson their foreign investment income. The national government can onlytax domestic capital income and can impose capital controls, whichhowever absorb real resources. The design of optimal policy in thismodel depends on the revenue needs of the government. For relativelylow levels of government expenditures, it turns out that the countrydoes not levy capital income taxes but may restrict capital exports.Otherwise, the country taxes domestic capital income and sets capitalcontrols such that capital exports are driven to zero, at an optimum.In contrast to other models with capital controls it turns out thatthis policy can lead to underinvestment in domestic capital.JEL Classification Number: E 62, F 41, H 21     

Challenges of AACSB international accreditation for business schools in the United States and Europe

The Association to Advance Collegiate Schools of Business International (AACSB International) is committed to its role in setting worldwide standards to enhance the quality of management education. The organization is expanding its brand presence in Europe, where business schools are beginning to seek AACSB International accreditation. In the United States, an increase in the number of business schools seeking AACSB International accreditation is also occurring. Business school leaders not only see the transcendent importance of AACSB International accreditation; they also realize the challenges that are involved in the accreditation process. The focus of our discussion is on the challenges confronted by business schools in both the United States and Europe. Reconsidering central bank independence

In this paper, we survey the case for central bank independence (CBI). We conclude that CBI is neither necessary nor sufficient for monetary stability. CBI is just one potentially useful monetary policy design instrument among several, and CBI should not be treated as an exogenous variable. Instead, the question that should be addressed is why societies decide to make their central banks independent? The reasons why CBI is chosen are related to legal, political, and economic systems. A number of empirical studies find correlations between CBI and low inflation rates. Endogeneity of CBI suggests, however, that the correlation has no implications for causality.     

The robustness of PREFMAP-2

A simulation study on the possibilities to reproduce a ‘true’ rank order of preferences and an underlying configurational structure of weighted distances between ideal points and real stimulus objects by PREFMAP-2 (Phase 2) is performed. Eleven hypotheses are evaluated with respect to three measures of reproduction quality. The results are mainly derived from three-way analyses of variance. Input rank orders can be reproduced quite well. This is not true for the underlying configurational designs, from which input rank orders are thought to be derived. Cluster designs, small numbers of stimulus objects and error are main effects to limit the quality of the results.
